NATO-ally solicitations where a non-US Five Eyes entity (Canada, UK, Australia) is eligible without a US cleared subsidiary
French DGA solicitations where SMARTONE EU SAS could bid or sub to a French prime
ITAR and EAR classification status of each open opportunity

Immediate-action opportunities (entity-ready)
The one section that may be relevant before the US cleared subsidiary is built: Canadian DND solicitations (eligible with Canadian CCPC entity, no FOCI required) and French DGA sub-opportunities (eligible via SMARTONE EU SAS, no US cleared entity required). These are filed in the scan but could activate as soon as the Canadian and French entities are operational.
The prerequisite before this scan is useful
Prerequisite decision tree. This scan becomes an action document only after: (1) alignment session decides to pursue defense channel, (2) legal counsel engaged for FOCI mitigation scoping, (3) entity formation plan approved. Until those three gates clear, this scan is background research, not a to-do list.
